Srinagar, Oct 3 : Jammu and Kashmir’s ambitious AgriStack exercise continues to face a significant implementation gap, with only 80.7 per cent of the identified land parcels approved under the platform even as the government has directed Deputy Commissioners to certify 100 per cent coverage of eligible farmers.The latest review chaired by Chief Secretary Atal Dulloo shows that while the administration has achieved 100 per cent digitisation of foundational land records across all 20 districts, 207 tehsils and 6,818 villages, the more extensive AgriStack process remains incomplete.Against a base of 71,04,737 Khasras, data entry has been completed for 65,77,944 parcels, of which 58,17,502 have been verified and 57,30,681 approved. This leaves about 13.74 lakh Khasras outside the approved AgriStack database, including more than 5.26 lakh for which data entry itself had not been completed at the time of the review.The gap becomes more pronounced when it comes to Farmer IDs. Only 1,21,472 Farmer IDs have so far been generated across 1,663 villages, despite the AgriStack exercise covering more than 71 lakh Khasras across the Union Territory.The government has now directed Deputy Commissioners to ensure that every eligible farmer is covered and to furnish certificates confirming that no eligible beneficiary has been left out. They have also been asked to address unclaimed farmer buckets and cross-district land-parcel issues within two months.The latest figures therefore highlight a distinction between digitizing the underlying land records and completing the farmer-level architecture envisaged under AgriStack. While the administration says the foundational land-record digitization target has been achieved, the Farmer ID and parcel-approval components are still progressing towards full coverage.The government has also reported substantial progress in the Digital Crop Survey for Kharif 2026, with 30,61,696 agricultural plots surveyed across 5,714 villages, representing 96.55 per cent of the target. Of these, supervisors had approved 27,27,189 plots at the time of the review.Meanwhile, Unique Land Parcel Identification Number generation has expanded to 5,275 villages, with 33,47,011 ULPINs generated as of Sep 25, according to the review.The administration is also considering integration of digitised land records with the Reserve Bank of India’s Unified Lending Interface, potentially linking verified land and farmer data with formal credit delivery.
