Srinagar, Oct 16 : Urging Kashmiri militants to surrender, even during encounters, to lead a normal life again, Kashmir Inspector General of Police (IGP) Muneer Ahmad Khan on Monday said three local ultras were arrested during live action while an Over Ground Worker (OGW) was apprehended in the last three days in Kashmir valley.
