Srinagar: The Jammu and Kashmir Government on Friday ordered the promotion of 19 officers of the Jammu and Kashmir Administrative Service (JKAS) to higher grades following the approval of the Council of Ministers on September 23, 2025.
According to the order issued by the General Administration Department (GAD), five senior officers have been elevated to the Super Time Scale (Level-14). Those promoted include Dr. Ghulam Nabi Itoo, Tariq Hussain Ganai, Mohammad Rafi, Shahbaz Ahmad Mirza, and Rubina Kousar. Officials said Dr. Itoo, Ganai, and Kousar have been designated as Director Generals in their respective departments, while Rafi and Mirza will continue at their present postings.
In a separate order, six officers were promoted to the Special Scale (Level-13). The officers elevated are Parvez Sajad Ganai, Vir Krishan Dhar, Dr. Tahir Firdous Dutta, Shokat Mehmood, Vishal Sharma, and Dr. Des Raj Bhagat. Of these, Dhar, Mehmood, and Sharma have been designated as Special Secretaries in their departments, while the others will retain their current roles.
Additionally, eight JKAS officers have been elevated to the Selection Grade (Level-12). The promoted officers are Parvinder Kour, Manu Hansa, Nasir Mahmood Khan, Ahsanul Haq Chisti, Mohamad Ashraf, Towfeeq Ahmad Gazi, Sanjeev Sharma, and Sunaina Saini. Among them, Mohamad Ashraf has been designated as Additional Secretary, while the remaining seven will continue at their existing postings.
The government said the promotions were made after due consideration and will strengthen the senior administrative cadre across departments. Officials noted that the move is aimed at ensuring efficiency in governance and incentivising officers with proven track records.
The next hearing of postings for some of the promoted officers is expected to be decided in departmental review meetings scheduled later this month. [KNT]
